Ford Festiva fuel problems?

My wife's 1995 Ford Festiva seems to chug and near stall when it gets down to half a tank of fuel. There is definitely a half tank left. Could it be the charcoal canister or is it a dirty fuel tank? Other wise it runs beautifully.
