Isn't a "spending freeze" completely useless after you raised the debt ceiling by $1.9 trillion beforehand?

It's like a fat person going into a fast food place and ordering a large everything but then following it up by ordering a diet coke. Guess what, fatty, that diet coke doesn't have negative calories. You still gained weight. It's the same with Obama. He's already ordered every pork item on the budget menu. His diet coke now means nothing.
