Under what situations do police use their helicopter?

I helicopter was hovering around my house today and they were playing over the megaphone that they were looking for a burglary suspect. Does this mean that the person caught someone in their house, phoned 911, and the burglar fled? Under what type of emergency situations does protocol say that the helicopter needs to be involved?
