Why do forecasters keep telling the general public that New Orleans was hit the hardest by Katrina?

Mississippi got the direct hit, and towns like Waveland, P Christian, Pascagoula, and Bay St. Louis were wiped off the map, not to mention a major U.S. highway right on the coast. New Orleans still exists and was still partially recognizable after the hurricane.
