Does a recent email by an NCO about Obama's rules of engagement show how Obama is getting troops killed?

Troops are getting killed in Afghanistan, because Bush didn't finish the job and now 7+ years later, Obama has to. But let's not forget the 4000+ troops Bush murdered in iraq with his bogus war, made of nothing but lies and how he murdered 3000+ Americans on 9/11, because he didn't take Clinton's warning seriously.
